Islamic terror cell member nets 22 years

California state inmates formed ‘Jam’iyyat Ul-Islam Is-Saheeh,’ an Islamic terror cell targeting U.S. military and Jewish facilities

The third of three charged members of Jam’iyyat Ul-Islam Is-Saheeh, an Islamic terror cell formed in the California state prison system received a 22-year sentence in federal court, Justice Department sources confirmed last week.

Justice officials said Lavar Washington, 30, was recruited as an inmate into JIS by Kevin James, and Washington recruited Gregory Patterson and another terrorist cell member.

All three plead guilty last year to terrorism conspiracy charges.

Patterson is scheduled to be sentenced Wednesday, July 9, and James, the cell’s leader, faces sentencing scheduled for February 9, 2009.

In signed federal court plea agreements, the three admitted to conspiring for “war against the government of the United States through terrorism.”

Justice Department sources said a fourth JIS member, Hammad Samana, was found unfit to stand trial; he is under Psychiatric care at an undisclosed federal prison facility.

U.S. Attorney for Santa Ana, California, Thomas P. O’Brien said JIS Islamic terrorist violence was imminent as the FBI’s Joint Terrorism Task force shut it down.

“The JIS terrorist group posed a significant threat of violent action against a variety of targets,” O’Brien said. Because of the bust, “potentially deadly attacks were averted.”

Justice said James formed JIS in 1997, recruited Washington in 2004 while in the new Folsom Prison facility – Washington swearing an oath of allegiance.

When out, Washington recruited Patterson and Samana; they as an Islamic terrorist cell of three pulled off a dozen armed robberies to fund planned attacks in the Los Angeles area.

“Samana researched targets and prepared a document called, ‘Modes of Attack,’” a Justice Department statement noted.

Samana’s listed targets included Los Angeles International Airport, “Consulate of Zion,” several U.S. Army recruiting centers, a “military base in Manhattan Beach” and “Campsite of Zion.”

Justice noted James wrote a media statement for release after a deadly attack, reading, “This incident is the first in a series of incidents to come in a plight to defend and propagate traditional Islam in its purity.”

Salvador Hernandez, FBI Assistant Director, Los Angeles, said, “This case reminds us Los Angeles is an attractive target for homegrown terrorists...[and] how local officers are serving in the front lines in the war on terrorism.”
